(a) The appropriatio~ hereby ~ade, except those for interest and education and scholarships, shall be ~ade a~ilable on the approval of the City M~m~ger, who s~hall report to the City Council at its first regulern~eting in each month in detail all expenditures made for the preceding~nthandall funds, as far as practicable, shall be expended in equal amounts each month. (b) The ~propriations for interest sb~ll be made available as s~memay become due. (c) The City M~ager is hereby authorized at any time during the fiscal year to transfer Dands in the aggregate not to exceed $10,000.00 from one department to another depsa~tment, or from the unap~ropriated balance for contingencies to one or more departments. (d) The City )~nager is hereby authorized at any time du~ing the fiscal year to effect ~ny consolidation of offices, or ~ke other cha~es he may deem to be in tb~ interest of the City, provided there is no increase in ezper-~e.
