Be it ordained by the Council of the City of Portsmouth~ Virginia: 1. That the Zoning ~dinance of the City of Portsmouth~ Virginia, 1961~ be amended by ~mendi~g Section 2-1 thereof s~d by adding thereto t~ new sections n~ered 4-8.1 ~nd 5-$.1, such emended and new sections to read as follows: Section 2-1. Districts and Purposes. In order to ~mpl~nent the intent of this ordinance, the City of Portsmouth is hereb~ divided into twelve classes of districts the designations ~d general purposes listed below and the specifically allowed and permitted uses set forth in Article 4. DISTRICT PURPOSE Industrial M~I District Pri~mrily for wholesale activities~ warehouses, and light industrial operations~ that is, those in@~strial operations wb~chsa~e not obnoxi~as or offensive by reason or e~ssion of ordor, dust~ sm~e~ fumes ~ or noise. Industrial M-2 District Primsrily f~r manufacturing~ assembling~ and fabrication activities~ including large scale or specialized industrial operations. Comerciat C-1 District PrLmarily for the conduct of retail trade with e~hasis on the provision of convenience goods and services for nearby residential areas. Commercial C-2 District Pr~a%rily for the coD~uct of retail trade~ adr~u~s- trative ~nd professior~l offices~ and service to the general ou%lic~, with a~r~pb~sis upon large scale store's ar~ specialized shops servi~a~= a trading s~ea of the entire city end surrounding e~ea. Commercial C-3 District Same as Co~ercial C-2 except that location is confined to the central business area of the city. Residential R-150 District ~_~Lvarily a district for sickle-family detached dweilin~s on large plots eaad includi~ the cusvom~ry secondary uses.
