4. ~ne tax on~chinery am tools used in a man~£acturi~ or minirg busi~ness for the City of Portsmouth~ Virgir~a~ shall be Three (93.00) Dol- lars on each one h~undred dollars of assessed valuation thereof° 5. (a) ~ne ~nual taxes on real estate sb~ll he paid in fo~ equal installments: the f~st installment for the year 1969 shall be paid on or before ~ch 31~ 1969~ the second ins~ltment for the year 1969 shall be paid on or before June 30, 1969, the third i~tai~ent for the year 1969 shall be paid on or before September 30~ 1969~ an~ the fo~th installment for the year 1969 shall be paid on or before December 5~ 1969. (b) In the event ~v installment of taxes on real estate is not paid on or before the t~me the same is due ar~ payable there s~tl be added thereto a penalty of five per cent of the amounv of such u~aid instaltment~ and s~oh installment shall bear interest of one pe~ cent per month~ or frac- tion thereof~ fram the date the ss~ae is due ar~ payable ~until paid~ (c) Should a~ installment of vaxes on real estate be ~t paid before the proper~y is advertised o~p~stedas delinquent~ an expense charge of twenty~five cents for each i~sta±~ent o~ each parcel assessed sb~ll ~e ¢ollected~ 6. Any person failing to pay the vaxes on targible perso?~l property~ and machi~nery ~.~ tools ~mpos~ by this erdi~nce on or before Decal, er 5~ 1969~ sb~ll inc~ a penalty of fiv~ per ce~t on the smounv of said taxes.
