SOLT~ RUBBER TIRES.- Every tire ~de of rubber other th~n a pneu- matic tire.- SPECIALLY CONSTRUO±~ VEHICLES --Any vehicle which shall not have been originally const.ructed under a distinctive r~me, hake, model or type,m~ by a generally recogmzed manufacturer~ of Vehicles and not~a reconstructed vehicle as defined in this section. SUPEPJ_kWi~MDENT -- The' superintendent 'of the department of state police of this state. .~qACTOR TRUCK- Every m0tor vehic!e designed and used primariiy fo~ drawing other vehicles and not SO constructed as to carry a load other th~uu a part of the load and weight of the vehicle attached~ereto. TRAFFIC LANE OR LANE -- That portion of a roadvmy designed or desig- nated to accommodate the forward movement of a single line of vehicles. 'IR~TLER -- Every vehicle without motive power designed for csrrying property or passengers wholly on its own structure and for being drawn by a motor vehicle. ' TRUCK LESSOR -- A perso.n who holds the legal title to any motor ve- hicle, trailer or 'semitrailer whmch is the subject' of a bo~a fide written~ lease for a term of one year Or more to au~ther person; provided that: (a) Neither the lessor nor the lessee is a conmon carrier by motor vehicle or restricted common carrier by motor vehicle or contract ca~ier by motor vehicle as defined in Code of Virginia, section 56-273. (b) The leased motor vehicle, trailer or semitrailer is used exclusively for the transportation of property of the lessee. (c) The lessor is not employed in any capacity by the lessee. (d) The operator of the leased motor vehicle is a bona fide employee of the lessee and is not e~ployed in any capacity by the lessor. (e) A true copy of such lease, verified by affidavit of the lessor, is filed wit~ the commissioner. VEHICLE -- Every device in, upon or by w~ich any person or property is or may be transported or drawn upon a highway, except devices moved..by hunch power or used exclusively upon statio~ry rails or tracks. Section 18-19. Persons operating and riding upon motorcycles. A person operating a motorcycle, as defined in §18-1 excluding four-wheeled and three-wheeled vehicles, shall ride only upon the per~anent ~nd regular seat attached to the motorcycle, an~ such operator shall not car~y any other person, and no other person shall ride on a motorcycle unless suc~ ~otorcycle is desired to carry more than one person, in vSnich event a passenger n~y ride mpon the permanent and regular seat if designed for two persons, or upon s~other sea~ fir~mly attached to the rear or side of the seat for the operator. If such ~otorcycle is designed to carry more than one perso~,.~ it shall also be equipped with a food rest, for the use of such passenger.~ A person operating a motorcycle shall wear safety g~asses or goggles or have his motorcycle equipped with safety glass or a ~ndshieid at all -6-
