(a) Lny demolisher who p~eh~ses or othez~wise acq~es a motor ve- hicle for purposes of ~.~eck~ng~ dis~s~£!ing or demolition shell not be required to obtain a certificate of title for such motor vehicle in his cmn na_,~,~. After the motor velnicle has been demolished ~ pro- eessed~ or changed so that it pilysically is no longer a motor vehicle~ the demolisher shall sttrrender to the Division of Motor Ve~hioles for cancellation the certificate of title or s~les receipt therefor. The Division of Motor Vehicles shall issue such forms, rules ~nd regu- lations governing the surrender of sales receipts s.nd certificates of title as are appropriate, (b) ~ demolisher shall keep mm accurate mhd complete record of all ~otor ve~hicles p~rchased or received by hLm in the coumse of his business. ~fnese records shall contaZn the name and address of the person from whom each such moto~ vehicle was purchased or received and the date when such purchases or receipts occ~fed. Such records shsf[! be open for inspection by the ~nief of Police at any tZme dur- ir~ normal business homrs.
