Be it ordained by the Coo~cil of the City of Portsmouth, Virginia: 1. That the Code of the City of Portsmouth~ Virginia~ 1961, be amended by amendimg sections 10-7 and 10-9 thereof ~nd by adding thereto a new sectio~ numbered i0~2~.!~ such amended and aew sec- tions to read as follows: Sec 10-7. Wit~drav~l of City ~w~=nd~ Other ~nsm ~nds of the Depsrtment of Public Ut~!ities. Fuunds placed in city depositories, p~rsusant to section 10-6, shall be withdra~ only as appropriated by the cour~ci! and upon checks signed by two of the foilowirg officials: city trea- sorer, city auditor, and director of Fins_ncc. Such checks sbm~ll be dra~ only upon a voucher prepared by the city auditor ~nd ap- proved by the city manager= statir~ the particular fmad and appro- priation to wb_ich the same is chargeable and the person to whom payable. Sec. 10-9. ~athdr~ml of Fmnds of the Department of Public Utilities. Ytunds placed in city depositories~ oursuant to section 10-8, shall be withdra~,~n only as appropriated by the council and upon checks signed by the city auditor and the director of fine,nee, sfter vouchers have been prepared for same by the city auditor ~nd approved by the city m~ger, stating the particular appropri- ation to which the smme is chargeable, ~nd the person to whom payable. Sec. 10-24.1. Powers of Assistant Director of Finance. ~aenever from sickaess o~ other cause,-the director of fins=nee is absent from his office or othe~.~ise not able to perform the duties thereof, his assistant shall be ~authorized to si~n what- soever papers the dJ~ecto? of fJ~ance would be required to si~ if present for duty.
