AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, BY ADDING THERETO A NEW SECTION NUMBERED <br />2-~1~1, PROHIBITING ~y PERSON FROM ADDRESSING GROUPS OF <br />OFFZCERS OR E~'~LOYEES OF THE CITY FOR THE PURPOSE OF SUP- <br />PORTING OR OPPOSING THE CANDIDACY OF ANY PERSON FOR PUBLZC <br />OFFICE WHILE SUCH OFFICERS OR EMPLOYEES AR% AT WORK DURING <br />A REGULARLY ASSIGneD PERIOD OF DUTY OR OTHERWISE ENGAGED <br />IN CARRYING OUT THE OFFICIAL BUSINESS AND ~UNCTIONS OF THE <br />CITY; PROVIDED, HOWEVER~ THAT NOTHING IN THIS SECTION SHALL <br />BE CONSTRUED TO PROHIBIT OR ~REVENT ~y OFFICER OR E?~LOYEE <br />OF THE CITY FROM EXERCISING HIS RIGHTS ASA CITIZEN TO PRI- <br />VATELY EXPRESS HZS OPINIONS ON ANY POLITICAL SUBJECT~ <br /> <br /> Be it ordained by the Council of the-City of Ports- <br />mouth, Virginia: <br /> <br />!. That the Code of the City of Portsmouth, Virginia, <br />1961, be amended by adding thereto a new section numbered <br />2-2t.1, such new section to read as follows: <br /> <br />Section 2-41.1 Certain Political Activities Restricted. <br /> <br /> It shall be unlawfuI for any person to address groups <br /> of officers or employees of the City supporting or opposing <br />· he candicacy of any person for public office while such officers <br />or employees are at work during a regularly assigned period of <br />duty or otherwise engaged in ca~ryin~ out the official business <br />an8 functions of the City~ provided, however, that noth~n~ i~ <br />this section shall be construed to prohibit or prevent any offi- <br />cer 3r employee of the City from exercising his rights as a <br />citizen to privately express his opinions on any political sub- <br />ject. <br /> <br />2.
