The word "board" sb~ll be taken to moan the board of trustees of the Portsmouth Supplemental Re~irament System, as provided for in sections 26-8 to 26-18. Creditable compensation. The term ~;c~edltable compensation" shall be taken to moan the full compensation payable to an employee workr ing the full working t~me for his position; in cases where con~pensation includes ~ntens~uce and other perquisites, ~he city manager s~]l fix the value of t~hat part of the con~pensation not p~d in money,
