Section 10-111. Duties' of dealers ~ of sellers as to ts_x on sale of ,cigarettes. E~ery dealer in cigarettes shall purchase such stamps at the office of the city treasurer as shall be necessary to 'pay the tax Lmoosed under the provisions of Section 10-109, and shall affix a st~up evid~encir~ payment of the tax prescribed by such sect. ion, or csjuse such stamp to be affixed, to each package of c~ig~rettes prior to deliverirg or fu?nishir~ such cigarettes to any .'seller; provided, however, tb~t nothi~ herein ~ con- rained shall preclude any dealer from authorizing and employi~ ~n~v other agent to ~p~rch~se and affix such stands in his behalf or to have a stamp mete~ macbzine used in lieu of gunmed st~r©s to effectuate the provisions of this section. St&raps or the printed markings of a meter machine shall be placed upon each package of cigarettes in such ~ar~er as to be readily visible ~o the purchaser. Every ~eller s~ll ex~r~ine every package of cigarettes prior to exposing it for sale for the purpose of ascertair~_ng whethar~ such package ~has the proper stamp affixed thereto in co~liance with the provisions of t~his article. If, upon such examination~ unst~moed or int0r~perly stamped packages of cigarettes are disco~~ered, the self~er~ shall ir~atety notify the dealer' from whom such packages were obtained, and upon such notification, the dealer sb~_ll forth~_th either affix to such mnstamped or improperly st~ped pacL~ges the proper ~mount of stmmps or shall replace such packag~with others to which st~s b~ve been pro- perly affixed. If a seller shall obtain or acquire possession of or improperly stamped cigarettes from m~j person other than a dealer,, th~ seller sb~ll forthwith notify the director of finance of such fact a~d the director of fLnance sb~lt thereu~pon designate sm agent to affix the proper stamps to such Cigarettes, the z%auds requ~ed to purchase such sta~os to be ad~uced to such agent by such seller.
