1971-29 AN ORDINANCE TO AMEND THE CODB OF ~HE CITY OF PORTS- ~iOUTH, VIRGINIA, 1961, BY ADDING TO CHAPTER 14 THERE- OF A NEW ARTICLE, REGULATING TEE CONSTRUCT/ON, OPER- ATION AND ~[AINTENANCE OF SWI~[MING POOLS; PRESCRIBING STANDARDS AND REQUtRE~ENTS FOR THE CONSTRUCTION, OPERATION AND MAINTENANCA OF SWIMMING POOLS AND SWIM- MING POOL EQUIPMENT AND APPARATUS; PRESCRIBING DUTIES AND RESPONSIBILITIES OF TRE HEALTH DEPARTMENT; AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVI- SIONS. Be it ordained by the Conncil of the City of Portsmouth, Virginia: 1. That the Code of the City of Ports~mouth, Virginia, 1961, be amended by adding to Chapter 14 thereof a new article num- bered IV, such new article to read as follows: ~rticle IV. Swimming Pools. Sec. 14-13. Shor~ Title. This Ordinance shall be known and may ~c cited as the "Swimming Pool Ordinance of the City of Portsmouth:. Sec. 14-14. Definitions. For the purposes of this Ordinance, the following terms, phrases, Words, and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the fufure, words in the plural number include the singular number, and words in the sing~tar number include the ptnral number. The wor~ "shall" as used herein as mandatory and not merely directory. (1) "City Council" or "Council" is the City Council of the City of Portsmouth. (2) "Family Pool" zs a swimming pool Used or intended to be used solely by the owner, operator or lessee thereof and his family, and by friends invited to use it without payment of any fee. (3) "Director" is the Director of Public Health of the City of Portsmouth or his authorized representative. [4) "Person" Ks any person, firm, partner- ship, association, corporation, company, or any organization of ~ny kind.
