AN O~INANCE TO ~END THE CODE C~ THE CITY OF POR~S~H, V. IRGtNIA, <br />1961, BY ADDING THERETO A N~W S~CTION NL~RRED 31--32.1, P~0HIBtTING <br /> <br /> WHEREAS, cartain persons are adver*iming by x~ans of persons <br />dressed i/1 various uniforms ar~ cost~nes; and <br /> <br /> W~EAS, the persons so dressed have been omrrying on their <br />activity within and adjacent to the public streets and highways; ar~ <br /> <br /> ~, such activity is so distracting to the public as to <br />u~titute a hazard to the.safe movement of pedestrians and n*3tor <br /> <br /> NOW, THEREFORE, BE IT ORDAINED by the Council of ~he City of <br />Portsmouth, Virginia: <br /> <br /> 1. That the Code of the City of Portsmouth, Virginia, 1961, <br />be amended by adding thereto a nm section ~ 31-32.1, such new <br />section %o read as follows: <br /> <br />Section 31-32.1 Live advertising prohibited. <br /> <br /> It shall be unlawful for any person to stand within the right <br />of way of any street or highway, or within fifteen feet of any such <br />right of way, and by moans of his dress, or by making sounds motions <br />or gestures invite or draw the attention or solicit the patronage or <br />support of the public to any goods, merchandise, property, rmml or ~ <br />sonat, business, services, entertair~ent or amusement m~nufactured, <br />produced, bought, sold, conducted, furnished or dealt in by any person <br />or for any political party or for the candidacy of any individual for <br />any ncmzination or office. <br /> <br /> Adopted by the Council of the City of Porte--th, Virginia, <br />at a me.ting held on February 9, 1971. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
