AN ORDINANCE TO ~'IEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />1961 BY ADDING A NEW SECTION NUMBER 18-208.1 THERETO PERTAINING TO
<br />STOP LAMPS ON AUTOMOBILES AND BY AMENDING SECTIONS 18-27, 18-42,
<br />18-46, 18-119, 18-214, 18-224, 18-238, 18-243, 18-248 AND 18-251
<br />THEREOF PERTAINING TO AUTOMOBILE SIGNAL LIGHTS, RACING ON HIGH-
<br />WAYS, ~XIMUM AND MINIMUM SPEED LIMITS, STOPPING ON HIGHWAYS,
<br />PERMISSIBLE AUTOMOBILE LIGHTS, REQUIRED BRAKING DISTANCES, OBSTRUCT-
<br />ION OF DRIVERS VIEW, CLEATS ON TIRES, EXHAUST SYSTEMS, ;LND THE
<br />FASTENING OF LOADS.

<br /> WHEREAS, the City of Portsmouth is authorized to enact
<br />ordinances of the Code of Virginia, provided such ordinances are
<br />substantially consistent with the state law; and
<br />
<br /> WHEREAS, the General Assembly of Virginia at its 1972
<br />session amended certain provlslons of the Code of Virginia, 1950;
<br />and
<br />
<br /> WHEREAS, it is therefore necessary to amend ce~aiB
<br />sections of the Code of the City of Portsmouth, Virg!~a,
<br />so as to make said sections conform to the changes
<br />of Virginia, 1950, enacted by the General Asse ~ml~!y O~
<br />at its 1972 session.
<br />
<br /> NOW, THEREFORE, BE IT ORDAINED by the Council of the
<br />City of Portsmouth, Virginia:
<br />
<br />1. That
<br />1961, be amended by a~ding
<br />ing Sections 18-27, 1~42,
<br />18-243, 18-248 and 18~251,
<br />as follows: ?~

<br />Section 18-27. Signals by
<br />
<br />the Code of the City of Portsmouth, Virginia,
<br /> thereto Section 18-208.1 and by amend-
<br /> 18-46, 18-119, 18-214, 18-224, 18-238,
<br /> such new and amended sections to read
<br />
<br />lights or semaphores.
<br />
<br />Signals by lights or semaphores shall be as follows:
<br />
<br /> (a) Red indicates that traffic then moving shall stop
<br />and remain stopped as long as the red signal is shown, except
<br />in the direction indicated by a lighted green arrow; provided,
<br />however, traffic may turn right on a red signal if a sign in-
<br />dicating that such right turn is permissibls is placed at the
<br />intersection and such turning traffic first comes to a full
<br />stop and yields the right-of-way to pedestrians lawfully with-
<br />in an adjacent crosswalk and to other traffic using the inter-
<br />section. Green indicates that traffic shall then move in the
<br />direction of the ~ignat and remain in motion as long as the
<br />green signal is g~ven, except that such traffic shall yield
<br />to other vehicles and pedestrians lawfully within the inter-
<br />
