AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIR- <br />GINIA, 1961, BY REPEALING SECTION 2-75 THEREOF AND BY A~ENDING <br />SECTIONS 2-73, 2~76, 2-77 AND 2-78 Ti~REOF PERTAINING TO THE <br />DEPARTMENT OF SOCIAL SERVICES. <br /> <br /> Be it ordained by the Council of the City of Ports- <br />mouth, Virginia: <br /> <br /> 1. That the Code of the City of Portsmouth, Vir- <br />ginia, 1961, be amended by re~ealing section 2-75 thereof. <br /> <br /> 2. That the Code of the City of Portsmouth, Vir- <br />ginia, 1961, be amended and reordained to read as follows: <br /> <br />Article X. Department of Social Services. <br /> <br />Sec. 2-73. Establishment of department; appointment. <br /> <br /> There shall be a department of the city government <br />known and designated as the department of social services, <br />which shall consist of the director of social services and <br />such other officers and employees organized into such boards, <br />divisions, and other units as may be provided by state law,~ <br />ordinance or by the orders of the city manager consistent <br />therewith. <br /> <br /> The director of social services shall be appointed <br />by the city manager and shall be subject to his direction and <br />control. <br /> <br />Sec. 2-76. Powers and duties of the director of social <br /> services. <br /> <br /> The director shall exercise all powers and perform <br />all duties conferred upon and ~equired of local welfare boards, <br />by state law, ordinance or otherwise. The director shall also <br />perform such other duties as may be assigned to him by the city <br />manager. <br /> <br />Sec. 2-77. Accounting for city funds; incurring indebtedness <br /> beyond appropriation. <br /> <br /> The director of social servlces shall be responsi- <br />ble and accountable to the city for the proper expenditure and <br />account of all funds appropriated by the city and no indebted- <br />ness shall be incurred by him beyond the amount appropriated <br />by the council. <br /> <br /> <br />
