AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIR- GINIA, 1961, BY REPEALING SECTION 2-75 THEREOF AND BY A~ENDING SECTIONS 2-73, 2~76, 2-77 AND 2-78 Ti~REOF PERTAINING TO THE DEPARTMENT OF SOCIAL SERVICES. Be it ordained by the Council of the City of Ports- mouth, Virginia: 1. That the Code of the City of Portsmouth, Vir- ginia, 1961, be amended by re~ealing section 2-75 thereof. 2. That the Code of the City of Portsmouth, Vir- ginia, 1961, be amended and reordained to read as follows: Article X. Department of Social Services. Sec. 2-73. Establishment of department; appointment. There shall be a department of the city government known and designated as the department of social services, which shall consist of the director of social services and such other officers and employees organized into such boards, divisions, and other units as may be provided by state law,~ ordinance or by the orders of the city manager consistent therewith. The director of social services shall be appointed by the city manager and shall be subject to his direction and control. Sec. 2-76. Powers and duties of the director of social services. The director shall exercise all powers and perform all duties conferred upon and ~equired of local welfare boards, by state law, ordinance or otherwise. The director shall also perform such other duties as may be assigned to him by the city manager. Sec. 2-77. Accounting for city funds; incurring indebtedness beyond appropriation. The director of social servlces shall be responsi- ble and accountable to the city for the proper expenditure and account of all funds appropriated by the city and no indebted- ness shall be incurred by him beyond the amount appropriated by the council.
