AN ORDINANCE TO A~ND THE CODE OF TIlE CITY OF PORTSMOUTH, VIR- <br />GINIA, 1961, BY AMENDING SECTION 2-43 PERTAINING TO INTERFER- <br />ENCE BY COUNCII~IEN WITH APPOINTEES OF THE CITY MANAGER. <br /> <br /> Be it ordained by <br />mouth, Virginia: <br /> <br />1961, <br /> <br />Sec. <br /> <br /> the Council of the City of Ports- <br /> <br /> 1. That the Code of the City Of Portsmouth, Virginia, <br /> be amended and reordained to read as follows: <br /> <br />2-43. Council not to interfere with appointees of the City Manager. <br /> <br /> Neither the council nor any of its members shall <br />direct or request the appointment of any person to or his re- <br />moval from any office or employment by the city manager or by <br />any o~ his subordinates or in any way take part in the appoint- <br />ment of removal of officers and employees of the city except <br />as specifically provided in the charter of the City of Ports- <br />mouth. Except for the purpose of inquiry, the council and its <br />members shall deal with the administrative services solely <br />through the city manager, and neither the council nor any member <br />thereof shall give orders either publicly or privately to any <br />subordinate of the city manage~. Any councilmen violating the <br />provision of this section or voting for a motion, resolution <br />or ordinance in violation of this section shall be guilty of a <br />misdemeanor and upon conviction thereof, shall cease to be a <br />councilman. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginiat at a meeting held April llf 1972. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
