One half of the annual license taxes prescribed by section 18-318 to 18-324 shall be collected whenever any license plates or decals are issued during the period beginning on the firs~ day of July in any year, ending on the fifteenth day of October in the same license year, and one third of such license taxes shall be collected whenever any license plates or decals are issued after the fifteenth ~ay of October in any license year; provided, however, that the license tax to be paid by the owner of any private motor vehicle, other than a motorcycle, de- slgned and used for the transportation of passengers not for com- pensation, when the same are issued after the fifteenth day of October in any license year, shall be three dollars. Sec. 18-327. Transfer between vehicles. Any person who has paid a license tax required by this article for any motor vehicle or vehicle attached thereto and desires to change the s~e to cover another motor vehicle or ve- hicle attached thereto owned by him shall present the license receipt and license plate, if any, to the commissioner of the revenue for transfer to such other motor vehicle or vehicle attached thereto and shall pay a fee of ons dollar to the city for such transfer. Sec. 18-328. Replacement of los~ license plate or decal. Any person losing his original license plate or decal issued as provided in section 18-317 may secure a new plate or decal by making affidavit to the commissioner of the revenue that ~he original plate or decal has been lost and the police depart- ment notified and by paying a fee of one dollar to the city treasurer. In the event a motor vehicle or vehicle attached thereto for which a new license plate or decal is so to be issued shall require a greater license tax than the one for which the license was original- ly paid, such person shall pay in addition to such fee of one dol- lar an amount equal to the difference between the license tax paid and the ~ax on such other motor vehicle or vehicle attached thereto° Sec. 18-329. Use of license plate or decal on wrong vehicle. Any person who shall knowingly use any license plate or decal issued under this article on any vehicle other than the ve- hicle for which such license plate or decal was issued or to which such license plate or decal was transferred by the commissioner of -2-
