forms and in the manner prescribed by the Commissioner and not- <br />withstanding any other provision of law, no other report or <br />notice shall be required in such instance. <br /> <br />Section 18-238. Suspension of objects so as to obstruct view <br /> of driver. <br /> <br /> It shall be unlawful for any person to operate a motor <br />vehicle upon a highway in this City with any object or objects, <br />other than a rear view mirror, sun visor, or other equipment of <br />the motor vehicle approved by the superintendent, suspended from <br />any part of such motor vehicle in such a manner as to obstruct <br />the driver's clear view of the highway through the windshield, <br />the front side windows, or the rear window, or to alter a passenger- <br />carrying vehicle in~ such a manner as to obstruct the driver's <br />view through the windshield; provided, however, that this section <br />shall not apply when the driver's clear view of the highway th- <br />rough the rear window is obstructed if such motor vehicle is <br />equipped with a mirror on each side, so located as to reflect <br />to the operator a view of the highway for a distance of not less <br />than two hundred feet to the rear of such vehicle. <br /> <br />Section 18-252.1. Tampering with motor vehicle odometers. <br /> <br /> (a) It shall be unlawful to knowingly cause, either <br />personally or through an agent, the changing, tampering with, <br />disconnection or nonconnection of any odometer or similar device <br />designed to show by numbers or words the distance which a motor <br />vehicle has traveled or the use it has sustained. <br /> <br /> (b) It shall be unlawful for any person to sell a motor <br />vehicle if the seller knows or should reasonably know that the <br />odometer or similar device of the motor vehicle has been changed, <br />tampered with, or disconnected to reflect a lesser mileage or use, <br />unless the seller shall give clear and unequivocal notice of such <br />tampering, etc. or of his reasonable belief thereof, to the pur- <br />chaser In writing prior to the sale. In a prosecution under this <br />subsection, evidence that a person or his agent has changed, tam- <br />pered with, disconnected or failed to connect an odometer or similar <br />device of a motor vehicle shall constitute prima facie evidence of <br />knowledge thereof. <br /> <br /> (c) It shall be unlawful for any person to advertise <br />for sale, to sell, or to use any device designed primarily for <br />the purpose of in any manner resetting the odometer or similar <br />device of a motor vehicle. <br /> <br /> (d) The provisions of this'section shall not apply to the <br />following: <br /> <br />-3- <br /> <br /> <br />
