AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIR- <br />GINiA, 1961, BY REPEALING SECTION 15-5 THEREOF AND BY AMENDING <br />SECTIONS 15-3 and 15-4 THEREOF PERTAINING TO THE PURCHASE OF <br />SECOND HAND ARTICLES. <br /> <br /> Be it ordained by the Council of the City of Ports- <br />mouth, Virginia: <br /> <br /> 1. That the Code of the City of Portsmouth, Virginia, <br />1961, be amended by repealing Section 15-5. <br /> <br /> 2. That the Code of the City of Portsmouth, Virginia, <br />1961, be amended and reordained to read as follows: <br /> <br />Section 15-3. Purchase of second hand articles from a <br /> minor prohibited. <br /> <br /> It shall be unlawful for any pawnbroker, junk dealer, <br />second hand dealer or any person to purchase, barter or exchange <br />or in any manner obtain from minors under the age of 18 years, <br />any kind of second hand articles, junk, rags, metals or other <br />like commodities. <br /> <br />Section 15-4. Purchase of second hand articles - receipt <br /> or bill of sale; identification of seller. <br /> <br /> Any person, except a licensed merchant or dealer, buy- <br />ing any second hand articles at a private or public sale within <br />the corporate limits of the City, shall take from the seller <br />who shall be other than a minor, a properly dated written re- <br />ceipt or bill of sale, signed by such seller who shall therein <br />specifically state the seller's address or place of residence. <br />If the seller thereof be not personally known to the buyer, <br />such seller shall produce an adult witness personally known to <br />the buyer to identify the seller and also sign such receipt or <br />bill of said as witness, the latter also stating therein his <br />full address or place of reisdence. <br /> <br /> Adopted by the Council of the City of Portsmouth, Vir- <br />ginia, at a meeting held June 27, 1972. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
