is registered and licensed, according to the schedule of fees here- in set forth. For each thousand pounds of gr~ss weight, or major fraction thereof, for which any such vehicle is registered and licensed there shall be paid to the commissioner of revenue the tax indicated in the following schedule immediately opposite the weight group and under the classification established by the pro- visions of S 46.1-99(b) of the Code of Virginia into which such vehicle, or any com~ination of vehicle~ of which it is a part, falls when loaded to the maximum capacity for whick it is register- ed and licensed; provided, that in no case shall the fee be less than seventeen dollars.
