(b) The appropriations for interest shall <br />be made available as same may become due. <br /> <br /> (c) The City Manager is hereby authorized <br />at any time during the fiscal year to transfer funds in the aggre- <br />gate not to exceed $10,000.00 from one department to another de- <br />partment, or from the unappropriated balance for contingencies <br />to one or more d~epar~ents. <br /> <br /> (d) The City Manager is hereby authorized <br />at any time during the fiscal year to effect any consolidation <br />of offices, or to make other changes he may deem to be in the <br />interest o~ the City, provided there is no increase in expense. <br /> <br /> Section 3. The Finance Director is hereby authorized to <br />transfer funds for the purpose of equalization, from any fund <br />in one authorized bank to the same fund in another authorized <br />bankf provided the transfer check is countersigned by the City <br />Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers <br />shall be termed as gratuity and only as a t~porary measure. <br />If the State of Virginia takes over this responsibi!ity, this <br />gratuity~i!! cea~se. <br /> <br /> Section 5. To the extent-that any monies in the ac- <br />counts of the School Board derived from sources o~er than the <br />State of Virginia are unexpended at the end of the fiscal year <br />1973-74 and thus become available for use the next fiscal year, <br />the City's share of the appropriation made for education and <br />scholarships for the next ensuing fiscal year shall be decreased <br />by a like amount. <br /> <br /> Section 6.
