AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIR- GINIA, 1961, BY AMENDING SECTION 18-199 THEREOF PERTAINING TO PERSONS PLAYING ON STREETS AMD HIGHWAYS; ROLLER SKATES, TOYS OR OTHER DEVICES ON WHEELS OR RUNNERS; PERSONS RIDING BICYCLES, ETC., NOT TO ATTACH TO VEHICLES. WHEREAS, the City of Portsmouth is authorized to en- act as ordinances certain statutes from the Code of Virginia, provided such ordinances are substantially consistent with the state law; and WHEREAS, the General Assembly of Virginia, at its 1973 session amended certain of those statutes Of the Code of Vir- ginia, 1950; and WHEREAS, it is therefore necessary to amend a certain section of the Code of the City of Portsmouth, Virginia, 1961 so as to make said section conform to the changes in the Code of Virginia enacted by the General Assembly at its 1973 session. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That the Code of the City of Portsmouth, Virginia, 1961 be amended by amending Section 18-199 thereof, such amended section to read as follows: Section 18-199. Playing on streets or highways; roller skates, toys or other devices on wheels or runners; persons riding bicycles, etc., not to attach to vehicles. No person shall play on a highway or street, other than upon the sidewalks thereof, within .the city. No person shall use on a highway or street where play is prohibited roller skates, toys or other devices on wheels or runners, except bicycles and motorcycles. The city manaqer may designate areas on highways or streets where play is pr6hibited in which persons may be per- mitted to use roller skates, toys or other devices on wheels or runners, and, if such highways or streets have two traffic lanes such persons using such devices, e×cept bicycles and motorcycles, s~ali keep as ~ear ns r~a~on~bly possible ~ ~ ~$~t~ ~:~t ~k,~ or edge of the left-hand lane so that they will be facing on- coming traffic at all times. No person riding upon any bicycle, roller skates, toys or other devices on wheels or runners, shall attac~ the same or himself to any vehicle upon a roadway.
