laws and regulations. <br /> <br /> (b) It shall be unlawful for any person to operate <br />a motor vehicle as herein described, on the highways of this <br />city with the pollution control system or device removed or <br />otherwise rendered inoperable. <br /> <br /> (c) It shall be unlawful for any person to operate <br />a motor vehicle as herein defined, on the highways of this city <br />equipped with any emission control system or device unless it <br />is of a type installed as standard factory equipment or com- <br />parable to that designed for use upon the particular vehicle <br />as standard factory equipment. <br /> <br /> (d) The provisions of the foregoing paragraphs shall <br />not prohibit or prevent shop adjustments or replacements of equip- <br />ment for maintenance or repair or the conversion of engines to <br />low polluting fuels, such as, but not limited to, natural gas or <br />propane, so long as such action does not degrade in any manner <br />or to any degree the anti-pollution capabilities of the vehicle <br />power system. <br /> <br /> 2. That the Code of the City of Portsmouth Virginia, <br />1961, be amended by adding to chapter 18 thereof three new sec- <br />tions, such new sections to read as follows: <br /> <br />Section 18-234. Requirement of seat belts to be used by school <br /> bus drivers. <br /> <br /> (a) It shall be unlawful for any person to operate <br />a bus equipped with a safety lap belt assembly and while used <br />for the purpose of transporting school children unless the <br />operator thereof is actually wearing the safety lap belt assembly <br />as defined in Section 46.1-310, Code of Virginia (1950), during <br />such operation. <br /> <br /> (b) Any person who is found guilty of violating this <br />section shall be punished by a fine not to exceed five hundred <br />dollars. <br /> <br />Section 18-249.1. Operators' seats in motor vehicles. <br /> <br /> It shall be unlawful for any person to operate any <br />motor vehicle upon any street or highway of this City, unless <br />such motor vehicle is equipped with a securely affixed seat <br />for the operator, which seat is so located as to permit the <br />operator to have adequate control of the steering and braking <br />mechanisms and other instruments necessary for the safe operation <br />of the motor vehicle. <br /> <br /> <br />
