AN ORDINANCE Tq CREATE THE TIDEWATER TRANSPORTATION DISTRICT PURSUANT TO THE TRANSPORTATION DISTRICT ACT OF 1964. WHEREAS, the public transit service presently being provided to certain communities situated within the tidewater area of Virginia is expected to terminate ~in the near future; WHEREAS, it is considered 'desirable to seek a region- al solution to the transit problems, existing and anticipated, in the various political subdivisions of tidewater Virginia; and WHEREAS, a regional agency can be created pursuant to the Transportation District Act of 1964 to deal with regional transit problems; and WHEREAS,~the cities of Chesapeake, Norfolk, Portsmouth, and Virginia Beach desire to create such an agency; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA: Section 1. Pursuant to the Transportation District Act of 1964 there is hereby created the Tidewater Transportation District. Section 2. The Tidewater Transportation District shall encom- pass all the territory comprising the cities of Chesapeake, Norfolk, Portsmouth, and Virginia Beach and shall be bounded as follows~ On the north by the northern city limits of Portsmouth, Norfolk and Virginia Beach, as the same conjoin and meander through Hampton Roads and the Chesapeake Bay from the City of Nansemond in the west to the Atlantic Ocean in the east; on the east by the Atlantic Ocean; on the south by the State of North Carolina; and on the west by the City of Nansemond. Section 3. The cities to be embraced in whole or in part in the transportation district are the cities of Chesapeake, Norfolk, Portsmouth, and Virginia Beach. Section 4. It is hereby found that the orderly growth and de- velopment of this city and the comfort, convenience and safety of its.citizens require an improved transportation system, com- posed of transit facilities, public highways and other modes of transport, and that joint action through a transportation district
