AN ORDIi4ALfCE TO AMEND Tile CODE OF Tile CITY OF PORTSMOUTil, VIR- <br />GINIA, 1961, BY AMI£1~DiI~G SLCTIONS 2-26 Ai~D 10-31.i Tt.~:REOF <br />PERTAINIi~G TO THE APPOIL'TMEi~T OF THE CITY AUDITOR AND TilE DUTIES <br />OF THE CITY AUDITOR. <br /> <br /> Be it ordained by the Council of the City of Ports- <br />nlouth, that: <br /> <br /> 1. The Code of the City of Portsmouth, Virginia, 1961, <br />be amended by amending Sections 2-26 and 10-31.1 thereof, such <br />amended sections to read as follows: <br /> <br />Section 2-26. Election or appointment. <br /> <br /> The City Council shall elect the following officers: <br />City Manager, City Attorney and City Clerk. All other offi- <br />cers and employees shall be appointed by the City Manager; except <br />when otherwise specifically provided. <br /> <br />Section 10-31.1. Audits to be made periodically; reporting <br /> discrepancles. <br /> <br /> The City Auditor shall make periodic internal audits <br />on all funds and all departments for proper charges, appropria- <br />tions and expenditures and of all departments, officers and <br />agenczes collecting charges, fees, fines and other revenues for <br />the City. These periodic internal audits shall be accomplished <br />in such a manner and with such frequency as to insure compliance <br />with general law and adherence to internal control policies and <br />procedures as prescribed by the Director of Finance. In case of <br />any discrepancies, the City Auditor shall report said discrepancies <br />to the Director of Finance and the City Council. <br /> <br /> 2.
