(b) The city council may, bv appropriate motion, direct that any matter be placed on the age~da of a specific future meeting at such point in the agenda as council may deem proper. Section 2-56. Requests by citizens to address council. (a) Except as provided in subsection (b) hereof, all requests from mem. bers of the general public to address city council shall be submitted to the city clerk or his designee prior to the calling of the meeting to order. Suet requests shall be on forms prescribed by the clerk and shall include the name of the speaker, his address, the name of the group or organization, if any, on whose behalf b_e is speaking, the number of the agenda item to which the citizen will speak and whether he supports or opposes the agenda item. All requests submitted in accordance with these procedures shall be honored by the chair, and speakers addressing the council in accordance with this sub- section shall be permitted to address council for five minutes. ~en two or more speakers desire to address the same subject~ they shall be permitted to speak in the order in which the re- quests were submitted; provided, that all speakers who support an agenda item shall be heard first, and all who oppose such matter shall be heard thereafter. (b) Any person who wishes to address council on a subject not contained on the meeting's agenda shall submit his request to speak to the city clerk or his designee. Such requests shall be on forms prescribed by the clerk and shall contain all information required by subsection (a) hereof, except that no agenda topic or agenda nm.~lber shall be required. Requests sub- mitred pursuant to this subsection shall be received until council co~=~ences consideration of recommendations of ~he city manager. All requests submitted in accordance with this subsection shall be honored by the chair, and speakers addressihg the council in accordance with this subsection shall be permitted to address council for five minutes. They shall be perr~i%ted to speak as the first it~ of new business fotlowinq the recommendations of the city manager, and shall address council in the order in which the city clerk received their requests. Section 2-62. Voting procedure; grounds for abstention.
