AN ORDINANCE TO AMEND THE CODE OF THE CITY OP PORTSMOUTH, VIRGINIA, <br />1973, BY AMENDING SECTION 40-55 PERTAINING TO REVIEW OF GROUP <br />HOUSING PROJECTS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 40-55 of the Code of the City of Ports- <br />mouth, Virginia, be reordained and amended to read as follows: <br /> <br />Section 4-55. Group Housing Project Review. <br /> <br /> A group housing project as defined in Section 40-31, or <br />condominium as defined in Section 33-2~ may be exempted from the <br />dimensional requirements for residential dwellings as stated <br />in Article VI, if the project as a whole conforms to the require- <br />ments set forth as to the minimum atlowable area for the n~ber <br />of dwelling units~ the maximum allowable floor area devoted to <br />residential purposes, the maxLm~ allowable plot coverage and <br />side and rear yard requirements for buildings adjacent to the. <br />other plots; and a site plan similar to that required by Section <br />33-23 of the subdivision chapter, except that a site plan for a <br />condominimummust conform to the specifications of Section 55- <br />79.58 of the Code of Virginia, is submitted containing thereon <br />statistical data as to the above requirements and the number of <br />dwelling units by bedroom number for review based on the follow- <br />ing criteria. <br /> <br /> (a) <br />and with other <br />ing area, <br /> <br />The project's compatibility with its environment, <br />land uses and buildings existing in the surround- <br /> <br /> (b) The quantity, quality, utility~ size and type of <br />project's open space and landscaping improvements, <br /> <br /> (c) The ability of the project's traffic circulation <br />system to provide for the convenient and safe movement of vehicles <br />and pedestrians, and <br /> <br />(d) The quantity~ quality, utility and type of the pro- <br />~ect's co~unity facilities (recreation, laundry~ sanitary facilities, <br />'storage areas~ etc.). <br /> <br /> (2) Prior to approval by the City Council, the developer <br />shall enter into an agreement guaranteeing that off-site drainage <br />improvements shall be provided as specified in Section 33-56 of the <br />subdivision chapter. <br /> <br />(3) The Planning Commission shall, after a thorough re- <br /> <br /> <br />
