That Sections 9-21, 9-25, 9-26, 9-29, 9-30, 9-38, 9-39 anti 9-40 of the Code of the City of Portsmouth, 1973, be ~ended to read as follows: Section 9-21. Precinct No. 5. Begir~ at the intersection of the center lines, of County Street and Effingham Street,~' thence south along the center line of Effingham Street to the center line of Portsmouth Boulevard; thence westerly along the center line of Portsmouth Boulevard to the cen%erline of Elm Avenue; thence north along the center line of Elm Avenue to the center line of the tracks of the Seaboard Coast Line Railroad property; thence north- west along said railroad property to ~eI center line of Godwin Street, _ thence north along the center 1 ine of Godwin Street to the center line of County Street; thence east along the center line of County Street to the center line of Effingham Street, the point of beginning.
