The term "creditable-service" shall be ~aken <br />to mean for any member the most recent period of continuousl service as <br />an ~loyee ~rendered blz the member plus membership service-for which <br />credit is allowed.under this chapter; .provided however, tha~ periods <br />before and after periods of unpaid authorized'leave shall be. included as <br />Creditable service.but the period of leave itself 'shall not'be credited <br />as creditable service. In addition, under regular service retirement <br />and-excluding deferred or vested retirement, one-third of~unused sick <br />leave as of the effective date of retirement shall ~e added to 'creditable <br /> <br /> Employee.. The word !'employee" shad-be taken 'to mean ~ person <br />regularly employed ~in the service of the'.City, on a full ~ permanent <br />basis and whose ccn~ensation is wholly paid by the City, and persoD~ <br />holding offices-in the City required by the Constitution'of-this-State <br />-and their deputies, assis~ts end ee~loyees-employed on a- full time <br />pe/~anent basis and whose compensation is paid partly by the City and <br />partly by the' State; but shall not include any person who is eligible <br />for membership in ~the Virginia Retiren~nt System, Un -f/de Portsmouth Fire <br />and Police Retirement System or ~o enters into an agreement with the <br />City for inclusion ~ in a deferred cc~pensation retirement plan which <br />agreement specifically prohibits inclusion in other retirement systems <br />established by'the City..~ In case of doubt the beard shall decide who is <br />an employee within the meaning of this Article. ' <br /> <br /> ~ EmPloyer. The word "~loy~" shall be t~ken %o ~ theci~ or <br />the-authority of the City having the power'.te appoint an enployee to <br />office or emplolanent. ~ <br /> <br /> Examiner. The word "examiner" shall betaken to mean the medical <br />examiners provided for in Section 31-23. <br /> <br /> ~ximem retirement age. The term 6maximum retirement age" shall be <br />taken to mean age sixty-six (66) during the calend~r year 1973, smd age <br />sixty-five (65) during and after the Calendar year 1974. <br /> <br /> Member. The word "member" shall be taken te mean any ~ employee who <br />has been included in the membership of the system as provided in Section <br />31-29, and whose membership has not te/I0i~ated under the provisions of <br />Section 31-30. <br /> <br />' Normal retirement date.' The term "normal retirement date" shall be <br />taken to mean the first of the month next following or coinciding-with <br />the six~y-fifth (65th) birthday of a member. <br /> <br /> <br />
