AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH~ <br />VIRGINtA~ BY AMENDING SECTION 21-54 THEREOF, PERTAINING TO <br />BINGO G~ES AND RAFFLES. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 21-54 of the Code of the City of Ports- <br />mouth, Virginia, be amended to read as follows: <br /> <br />Section 21-54. Exception as to bingo games and raffles con- <br /> ducted by certain organizations. <br /> <br /> (a) A bingo game or raffle conducted in accordance <br />with the provisions of Article 1.1~ Chapter 8 of Title i8.2~ <br />Section 18.2-340.1 through Section 18.2-340.12, Code of <br />Virginia, 1950, as amended, will be permitted in the City of <br />Portsmouth° <br /> <br /> (b) There is hereby adopted by the Council of the City <br />of Portsmouth for the purpose of establishing rules and re- <br />gulations for the conduct of bingo games or raffles~ Article <br />1.1, Chapter 8, Title 18.2, Sections 18.2-340.1 through <br />18.2-340.12~ Code of Virginia, 1950, as amendedf and the same <br />is hereby adopted as fully as if set out at length herein <br />and the provisions thereof shall be controlling within the <br />corporate limits of the City. <br /> <br /> (c) The following permit procedures and annual financial <br />reports shall be followed: <br /> <br /> (1) Prior to the commencement of any bingo game <br />or raffle by a qualified organization as is defined in the <br />above-referenced Article of the Code of Virginia, such <br />organization shall be required to obtain an annual permit <br />from the City Manager of the City of Portsmouth. Such <br />permit shall only be granted after a reasonable investigation <br />has been conducted by the City Manager or his designated <br />representative. Application for such annual permit shall be <br />accompanied by a check in the amount of Twenty Pive Dollars <br />($25.00) payable to the City of Portsmouth. <br /> <br /> (2) Complete records of all receipts and disbursements <br />shall be kept and shall be filed annually under oath with <br />the City Manager or his designated representative on such <br />forms as may be provided therefor~ All such accounting <br />shall be made on or before the first day of November of each <br />calendar year for which a permit~has been issued.
