AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, BY AMENDING SECTION 31-14, THEREOF, PERTAINING TO <br />COMPOSITION; APPOINTMENT, TE~M, SUSPENSION OR REMOVAL AND <br />COMPENSATION OF MEMBERS; VACANCIES FOR RETIREMENT BOARD. <br /> <br /> BE IT ORDAINED by the Council of the City of Ports- <br />mouth, Virgmnia, that Section 31-14 of the Code of the City <br />of Portsmouth, Virginia, be amended to read as follows: <br /> <br />Section 31-14. Composition; Appointment, Term, Suspension or <br /> Removal and Compensation of Members; Vacancies. <br /> <br /> The Board shall consist of seven (7) members to be <br />appointed by the City Council and two (2) ex-officio members. <br />One ex-officio member shall be the Director of Finance or <br />his. designee and the other ex-officio member shall be the <br />Director of Personnel or his designee. Of the voting members, <br />one shall be an employee who is a member of the Portsmouth <br />Supplemental Retirement System, one shall be an employee who <br />is a member of the Fire and Police Retirement System, and <br />five (5) shall be other than employees or otherwise in the <br />employ of the City. The first appointment hereunder of <br />members other than employees or otherwise in the employ of <br />the City shall be for terms as follows: One for three (3) <br />years and one for four (4) years. Thereafter all appointments <br />shall be made for a term of four (4) years, except an appointment <br />to fill a vacancy which shall be for the unexpired term. <br />Appointment of the member ~ho is a member of the Fire and <br />Police Retirement System shall 51ternate each term between a <br />member who ms an employee of the Police Department and a <br />member who ms an employee of the Fire Department. Members <br />who are employees of the department from which the appointment <br />shall be made may propose names of employees for consideration <br />by Council. The Council may suspend or remove any member of <br />the Board at its pleasure. Members of the Board who are not <br />employees or otherwise in the employ of the City shall <br />receive as his compensation Ten Dollars ($10.00) oer day for <br />each day or part thereof actually spent in the discharge of <br />his duties; members who are in the emuloy of the City shall <br />receive as his compensation Ten Dollars ($10.00) for each <br />day or part thereof actually spent in the discharge of his <br />duties if such day or part thereof is not otherwmse a part <br />of the regular working hours of the employee. No me~er <br />shall receive as compensation in the aggregate more than One <br />Hundred Twenty Dollars ($120.00) in any one year. Members <br />shall be reimbursed for the expenses incurred by them in the <br />performance of their duties. <br /> <br /> This ordinance shall take effect from the day of its <br />adoption. <br /> <br /> <br />
