Section 2. No bonds shall be issued under this <br />ordinance unless and until their issuance shall have been <br />approved bv the affirmative vote of a majority of the ~ualified <br />voters of ~he City of Portsmouth, voting u~on the question of <br />their issuance under the applicable provisions of the Code of <br />Virginia, and acts amendatory thereof and supplemental there- <br />to. <br /> <br /> Section 3. The City Attorney be, and he is hereby <br />directed to present to the Circuit Court of the City of Ports- <br />m~uth, or to the Judge thereof in vacation, a duly certified <br />copy of this ordi~nance and to take such steos as may be nec- <br />essary and prope~ to cause to be s~omit%ed to the qualified <br />voters of the City the question of whether the bonds provided <br />for in this ordinance sha~l be '~ssued. <br /> <br /> Section 4.
