Section 23-528. Permits required for vehicles of excessive size and weight. (a) The City b~nager or his designee ma'f, in his discretion, upon application in %n~iting and good cause beLng sho¥~n therefor, issue a special permit in writing, authorizing t~he applicant to operate or move a vehicl'~ ~upon tt%e highways of a size or might exceeding the mawJrm~n specified in this Article. Ex~e~, such permit may designate flee route to be traversed and contain any ~hher restrictions or conditions deemed necess~A~ by the City Nimnager. CD) Special permits to operate or ~ove a vehicle ~upon ~he highways of a weight exceeding the maxJmm~ specified Ln t~his Article will be ~eunted witho~ ~ause where the vehicle is hauling or carrying containerized cargo. a sealed, sea-going container bound to or from a Virginia sea. ri and has been or will be transDorhed by marine shipment; ~rovided that the single axle weiq?~t does not ~xceed 20,000 po%rods, the ~nndem ammle weight does not exceed 34,000 uo~,~ ~md the gross weight does not exceed 78,C00 pounds; e~ proxrid-ed, %/nat the contents of such sea-going container are not che=nged from the tLve it is loaded_ by t-he consignor or his agents to the time it is delivered to the consignee or his agents. (c) Provided, h~ever, that t~he City ~bnager, upon application in writing, ~mde k%~ the ~_~_er or ooerater of three axle trucks hauling road construction materials and having a gross v~ight no-k exceeding_ 43,900 pounds, a single axle weight not exceeding 20,000 pounds, and a tand~n axle weidnt not exceeding 34,000 pounds, stol! issue to such (me%er or operater] witl~ut cost, a permit in writing aut~hori%ing the operation of such v~cles upon the.higir~ways. No such permit shall designate the route to be traversed nor contain restrictions or conditions not applicable to other v~hicles in t~heir general use of the highways. No pemmit issued under t~his section oroviding for a skngle ay~le weight in excess of 20,C00 pounds or for a tan-denr~ axle weight in excess of 34,000 peunds shall ke issued to Lnclude trave~ on the federal interstate system of highways. Provid~., further, the Ci~f Manager or his desigr~nee, upon application in writing, ~ade .%/y the owner or operator of three ~xle vehicles used exclusively for the m£xing of concrete in transit or at a project site for traospo_ thing necess~ components %0 pr~oduce concrete imm~diate!y upon.~ a~.~cival at the project site, amid having a gross weight not exceeding 60,000 peunds, a single ~_xle weight not exceeding 20,000 pemnds, and a tand~n axle weight not excee~g 40,000 pomnds shall issue to' such owner or operator, %rithout cause, a permit in %~ritLng authorizing the _~ation of such vehicles upon tD~ streets and high.~qys.
