AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTION 40-4813) THEREOF, PER- <br />TAINING TO CONSTRUCTION REQUIREMENTS FOR PARKING LOTS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that Section 40-48(3) of the Code of the City of <br />Portsmouth, Virginia, be amended to read as follows: <br /> <br />Section 40-4813). Construction requirements for improvements. <br /> <br /> (a) Improvements shall consist of parkway curb or <br />concrete wheel bumpers inside the parking lot, seven (7) <br />inch thick concrete aprons from property line to curb to <br />edge of pavement, curb and gutter along all street frontage <br />to the adjoining property and the installation of drainage <br />pipe in ditches. Th~ offsite drainage requirements of <br />Section 33-56, Code of the City of Portsmouth, shall apply <br />to these development~. <br /> <br /> (b) Pavement designed for street widening and parking <br />lots appropriate to the proposed use shall be installed in <br />all cases. Bituminous concrete or concrete shall be installed <br />for all street widening and shall be designed and installed <br />subject to the approval of the City Engineer. Surfacing for <br />parking lots shall be selected by the developers after <br />considering, in addition to the proposed use, the safety of <br />those utilizing the areas. Surfacing shall be of precast <br />interlocking concrete blocks, porous type asphalt paving, or <br />other construction methodology deemed reliable by the City <br />Engineer to minimize surface stormwater runoff where smooth <br />paving surfaces are deemed necessary by the developer. All <br />drainage calculations for parking areas shall utilize, as a <br />minimum, stormwater runoff coefficients for the parking lot <br />as if paved in its entirety with non-porous bituminous <br />concrete. All parking lots shall be designed and constructed <br />in such a manner that dirt, sand, gravel, and similar materials <br />will not be deposited or tracked on public streets or rights- <br />of-way. The owner of the site shall be responsible for <br />cleanup operations at all times and may, at the option of <br />the City, be required to properly seal the parking lot and <br />internal drive areas by means of surface treatment, asphalt <br />paving, or concrete paving or provide such site modifications <br />at his expense as may be necessary to'eliminate the problem. <br /> <br /> (c) Internal drainage is required for parking lots <br />where the City Engineer considers sufficient room to exist <br />for ten (10) or more parked cars in standard configuration <br />and where, in the opinion of the City Engineer, the combination <br /> <br /> <br />
