AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING ARTICLE III OF CHAPTER 16 THEREOF PERTAINING TO THE COOL'UNITY MENTAL HEALTH AND MENTAL RETARDATION SERVICES BOARD. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That the Code of the City of Portsmouth, Virginia, 1973, be amended by amending Article III of Chapter 16 of said Code, such amended Article to read as follows: ARTICLE III. COMMUNITY SERVICES BOARD Section 16-39. Community Services Board Established. The Community Mental Health and Mental Retardation Services Board of the City is hereby renamed as the Community Services Board. Section 16-40. Composition. The Community Services Board shall consist of not less than five (5) nor more than fifteen (15) members~appointed by the City Council. Section 16-41. Term of ~embers. The term of office of each member of the Community Services Board shall be for three (3) years from the first day of July of the year of appointment; provided, however, the members to be appointed as successors for terms currently expiring on December 31st of any year, shall be appointed for a term of three and one-half (3-1/2)years so as te expire on June 30th. Section 16-42. Vacancies. Vacancies on the Community Services Board shall be filled for unexpired terms in the same manner as original appointments. No person shall be eligible to serve more than two [2) successive terms; provided that any persons heretofore or hereafter appointed to fill vacancies may serve two additional successive terms. Section 16-43. Removal of members. Any member of the Community Services Board may be removed by the appointing authority for cause after being given a written statement of the causes and an opportunity to be heard thereon.
