that the primary purpose of such compensation increase was to increase the retirement benefit of such employee. CREDITABLE SERVICE. The term "creditable service" shall be taken to mean for any member the most recent period of continuous service as an employee rendered by the member plus membership service for which credit is allowed under this chapter; provided, however, that periods~bef~re~and after periods of unpaid authorized leave shall be included as creditable service but the period of leave itself shall not be credited as creditable service. In addition, under regular service retirement and excluding deferred or vested retirement, one-third (1/3) of unused sick leave as of the effective date of retirement, shall be added to creditable service. EMPLOYEE. The word "employee" shall be taken to mean every firefighter or police officer regularly employed in the police and fire departments of the City on a full time permanent basis. The City Manager, having authority to appoint, discipline and remove firefighters and policemen pursuant to the Charter of the City of Portsmouth shall be deemed to be an employee as defined herein. The word "employee" shall not include any person who is eligible for membership in the Virginia Retirement System, in the Portsmouth Supplemental Retirement System, or who enters into an agreement with the City for inclusion in a deferred compensation retirement plan, which agreement specifically prohibits inclusion in other retirement systems established by the City. EMPLOYER. The word "employer" shall be taken to mean the City or the authority of the City having the power to appoint an employee to office or employment. EX~4INER. The word "examiner" shall be taken to mean the medical examiners provided for in Sections 31-103 to 31- t!1. MEMBER. The word "member" shall be taken to mean any employee who has been included in the membership of the system as provided in Section 31-117, and whose membership has not terminated under the provisions of Section 31-118. NO~.~AL RETIREMENT DATE. The term "normal retirement - date" shall be taken to mean the first of the month next following or coinciding with the fifty-fifth (55th) birthday of a member.
