(a) The appropriations hereby made, 'except <br />those for debt service and education and'scholarships, shall <br />be made available on the approval of the City Manager, who <br />shall report to the City Council quarterly in detail all ex- <br />penditures made for the preceding quarter and all funds, as <br />far as practicable, shall be expended'ih equal 'amounts each <br />month. .,~. <br /> <br />~:.:691;812. '~ >~ ~ <br /> $ 747,926. <br /> <br /> (b) The appropriations for debt service shall be <br />made available as same'may become due. <br /> <br /> (c) The City Manager is hereby authorized at any <br />time during the fiscal year to effect any consolidation of <br />offices, ~ to make other changes he may deem to be in the <br />interest 0~ the City, provided there, is no increase in expense. <br /> <br /> Section 3. The Director of Finance is hereby au~0rized <br />to transfer funds for the purpose of equalization, from any <br />fund in one authorized bank to the same f~nd in another authorized <br />bank, provided the transfer check is countersigned by the City <br />Treasurer. ~._ -~ <br /> <br /> Section 4. The Director of Finance is hereby authorized to <br />transfer funds, as a temporary loan, from one'fund of the <br />City to any other fund of the City, provided the transfer <br />check is countersigned by the City Treasurer. <br /> <br /> Section 5. Monies paid to the retired school teachers <br />shall be te~ed as gratuity and only as a temporary measure. <br />If the State of Virginia takes over this responsibility, this <br />gratuity will cease. <br /> <br /> <br />
