AN ORDINANCE-CLOSING A PORTION OF ARMSTR©NG STREET. WHEREAS, Addison, III, continue the and Adwig Corporation, through its attorney, H. Lee has made application to vacate, close and dis- hereinafter-described portion of Armstrong Street; WHEREAS, by resolution'of this Council adopted on November 24, 1981, viewers were appointed pursuant to ~15.1-364, Code of Virginia, 1950, as amended, to view the hereinafter-described portions of Armstrong Street and to report in writing whether in their oplnion any, and if any, what inconvenience would re- sult from discontinuing said street; and WHEREAS, the said viewers have reported in writing that in their opinion no inconvenience would result from the closing and discontinuing of said streets provided that an agreement has been reached between the adjacent property owners for the preservation of access to the property now or formerly owned by Portsmouth Paper Company; and WHEREAS,'said agreement has been made by the adjacent property owners to provide such access. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virginia, that the hereinafter-described portion of Armstrong Street be closed and vacated as a public street. ARMSTRONG STREET Ail that portzon of Armstrong Street lying between the south line of High Street and the northern line of the Seaboard Airline Railroad Company. (S-81-8) BE IT FURTHER ORDAINED that the City of Portsmouth hereby reserves unto itself a perpetual easement, right and privilege to install, operate and maintain storm drainage lines within, over, under and across the western twenty ~20') feet of the hereinabove-named s~ree~.
