Publi'c ~c'c'esS' tO' PrOcurem'ent Information. <br /> <br /> Except as provided herein, all proceedings, records,~ ' <br /> contracts and othe~-plmblic records relating to procurement <br /> transactions shall be open to the inspection to any citizen, _ <br /> or any .interested person, firm or corporation, in accordance <br /> with 'the Virginia Freedom of Informa. tion Act. Cost estimates ~ <br /> relatin~ to a proposed transaction prepared by or for the <br /> City ska!! not be opened to public inspection. Any bidder <br /> or offeror~ upon request, sh~ll be afforded the opportunity <br /> to inspect bid and proposal recol~ds within a reasonable time <br /> after t~ne opening of all bids but prior to award, except in <br /> the event %hat the City decides not to accept any of the bids <br /> and to reopen the contract~ Otherwise, bid and proposal records <br /> shall be opene~ to p~Iblic inspection only after award of the <br /> contract.
