Section 143. Designated head of department. <br /> <br /> The head of the department of engineering shall be the <br />city engineer. <br /> <br />Section 144. Powers and duties. <br /> <br /> Subject to the supervision and control of the city manager <br />and subject to the provisions of this Code and other ordi- <br />nances of the city% the city engineer shall be charged with <br />the following: <br /> <br /> (a) The general management and control of the several <br />bureaus, divisions and other units of the department of <br />engineering. <br /> <br /> (b) The making of such surveys, reports, maps, drawings, <br />plans, specifications and estimates as maybe requested from <br />time to time by the city council, the city manager or the <br />head of any department, or any board, commission or agency <br />of the city; provided, however, that the city manager may, <br />with the approval of the city council, employ consulting <br />engineers or architects in connection with the design of any <br />building, work or improvement. <br /> <br /> (c) The custody of all maps or plans of the city, or any <br />part thereof, which were filed on or before November 25, 1969, <br />in the office of the director of public works and all such <br />maps or plans made after said date and not expressly required <br />by state law or city ordinance to be filed in some other place. <br /> <br /> (d) The making of plans, specifications and estimates of <br />the cost of capital improvement projects whenever such project <br />is to be undertaken by the city, or any department, board, <br />commission or agency thereof, except the department of public <br />utilities. <br /> <br /> (e) The supervision of the execution and performance of <br />all contracts for capital improvement projects whenever such <br />project is undertaken by the city, or any department, board, <br />commission or agency thereof. <br /> <br /> (f) Such other powers and duties as may be assigned to <br />the department-of engineering by the city manager. <br /> <br /> <br />
