Section 143. Designated head of department. The head of the department of engineering shall be the city engineer. Section 144. Powers and duties. Subject to the supervision and control of the city manager and subject to the provisions of this Code and other ordi- nances of the city% the city engineer shall be charged with the following: (a) The general management and control of the several bureaus, divisions and other units of the department of engineering. (b) The making of such surveys, reports, maps, drawings, plans, specifications and estimates as maybe requested from time to time by the city council, the city manager or the head of any department, or any board, commission or agency of the city; provided, however, that the city manager may, with the approval of the city council, employ consulting engineers or architects in connection with the design of any building, work or improvement. (c) The custody of all maps or plans of the city, or any part thereof, which were filed on or before November 25, 1969, in the office of the director of public works and all such maps or plans made after said date and not expressly required by state law or city ordinance to be filed in some other place. (d) The making of plans, specifications and estimates of the cost of capital improvement projects whenever such project is to be undertaken by the city, or any department, board, commission or agency thereof, except the department of public utilities. (e) The supervision of the execution and performance of all contracts for capital improvement projects whenever such project is undertaken by the city, or any department, board, commission or agency thereof. (f) Such other powers and duties as may be assigned to the department-of engineering by the city manager.
