Whereas, the Council of the City of Portsmouth, Virginia, recognizes that <br /> <br />in the last few years pollution of the waters of the Harbor of Hampton Roads, its <br /> <br />adjacent and contiguous tributary waters and beaches has become increasingly <br /> <br />apparent and now presents a serious hazard to the health, welfare and economic <br /> <br />use of both the Harbor, its tributary waters and the beaches. <br /> <br /> Therefore, Be It Resolved that the City Clerk be directed to forward a copy <br /> <br />of this resolution to the Honorable Porter Hardy, U. S. Congressman from the <br /> <br />Second District of Virginia, to the Honorable Harry F. Byrd and to the Honorable A. Willis Robertson, United States Senators from the State of Virginia, requesting them <br /> <br />to: <br /> <br /> (1) Make effective a bill, similar to the one passed for New York Harbor, <br /> <br /> for the regulation and prevention of water pollution for the Port of <br /> <br /> Hampton Roads with the necessary appropriations and designating the <br /> <br /> Corps of Engineers, USA as the enforcement agency. <br /> <br /> (2) Provide additional funds and personnel to the U. S. Coast Guard to <br /> <br /> enable it to coordinate the operations of launch, air patrol and <br /> <br /> shore inspections in visiting water front industrial plants, oil <br /> <br /> refineries and similar installations, and provide air patrols for <br /> <br /> the review of vessels at sea to insure compliance with Federal statutes <br /> <br /> both ashore and in open waters within the jurisdictional limits of <br /> <br /> the United States. <br /> <br /> (3) Appropriate sufficient funds and authorize additional personnel to <br /> <br /> provide adequate legal personnel to the Office of the U. S. District <br /> <br /> Attorney to assure proper prosecution and punishment of violations <br /> <br /> of the statutes regarding pollution. <br /> <br /> And that a copy of this resolution be spread upon the minutes of this meet- <br /> <br />ing. <br /> <br /> <br />
