WHEREAS, the preliminary design report for Federal Interstate Route Num- <br /> <br />ber 64 from Bowers Hill to the Norfolk-Portsmouth Bridge Tunnel as prepared by <br /> <br />the consulting engineers, in the opinion of the Planning Commission of the City <br /> <br />of Portsmouth and other interested officials and bodies, does not provide adequate <br /> <br />or convenient egress from the interstate highway for vehicles proceeding to the <br /> <br />downtown area of Portsmouth; and <br /> <br /> WHEREAS, the federal laws with respect to the design and construction of <br /> <br />the interstate highway system provide that equal consideration be given to the <br /> <br />needs of local traffic movement; and <br /> <br /> WHEREAS, direct and convenient access to the downtown area of Portsmouth <br /> <br />may be provided by appropriate redesigning of the interchange facilities situate <br /> <br />between Effingham and Washington Streets in said city. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br /> <br />Virginia, that the Virginia State Highway Commission and the Bureau of Public <br /> <br />Roads of the Department of Commerce are respectfully urged to reconsider the de- <br /> <br />sign features of the aforementioned section of Federal Interstate Route 64 with <br /> <br />the view of providing convenient and adequate means of egress from the interstate <br /> <br />highway to the downtown area of said city. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward copies of <br /> <br />these resolutions to the Virginia State High Commission, the Bureau of Public <br /> <br />Roads of the Department of Commerce, the Governor of Virginia, and teh Senators <br /> <br />and Representative representing this city in the Congress of the United States. <br /> <br /> <br />
