WHEREAS, it has been proposed in the Congress of the United Stares <br />that repair and converszon work done by naval shipyards be limited to <br />sixty-five per cent of such work available in each fiscal year~ as <br />compared to eighty per cent of such work now performed b) naval shipyards; and <br /> ~HEREAS, reductions in personnel following such action would seriously <br />affect the financial status of local governmental units and industries <br />supporting ti~e existing naval shipyard complexes; and <br /> WHEREAS, such reductions in personnel would greatly reduce the <br /> · - , r the fleet in peace or war~ <br />capability of the naval shipyards ~o suppo ~ <br />thereby further lessening the nation's strategic position at a ~ime of <br />great international cris~s; aha <br /> <br /> WHEREAS, there is serious doubt that assignment of an additional <br /> fifteen per cent of such work to private shipyards can produce savings ~o <br /> the federal government, when all consequences of such proposa~ are <br /> considered; and no valid reason has been gzven in support of such proposal; and <br /> WHEREAS~ nerformance of such work in naval shipyards is moro beneficial <br /> to the fleet in~such matters as scheduling~ Friorir~es~ experienced workers~ <br /> suitable invenzories of materials and spare parts, availability of facilities <br /> in support of fleet personnel and suppl~ needs, and numerous other ways~ <br /> NOW~ THEREFORE, Be it resolved by thc Council of the City of <br /> Portsmouth~ Virginia, that the proposal now pending in the Congress of <br /> the United States to limit naval shipyards to s~xty-five Der cent of repairs <br /> end conversion work should be opposed vigorously; that such proposal is not <br /> consistent with the requirements of national security and maintalnence of <br /> economic stability; and that a certified copy of these resoiut~ons be sent <br /> by the City Clerk to the Congressmen and Senators representing the people <br /> of this City in the Congress. <br /> <br />Adopted at a meeting of the City Council held May 22, I962~ <br /> <br /> <br />
