~{HRHAS~ The Ciey of Portsmouth: Virginia~ after thorough consideration of the various aspects of the problem and study of evailabie data has hereby determined that the constructzon of certain public works~ generally ~escribed as reoonstructiom of High Street within the LOO~" (Effingham Stree[ t9 Crawford Streetj as a parking-pedestrian plaza~ ~ng~neering redesign oz o~e-haif (i/2) mile of principal commercial artery~ ~nc~uding utility relocation, bus and truck loading bays, parking arrange~ merits, resurfacing~ signa~[zation~ sidewalks, street hardware ~ ~elated items~ is desirable~and i~ the public, interest and to that end it is necessary that action preliminary to ~he construction of said works be taken immediately~ and WHEREAS~ under the terms of Public Law $60~ 83rd Congress, as amended~ the United States of America has authorized the making of advances to public bodies to aid i~ financin~ the cost of engineering and architectur~ at surveys, designs, planS, ~orking drawings, specifications or other ac~on preliminary to and in preparation for the construction of public works: a~d ~HEREAS, the applicant has examined and duly considered such act and the applicant considers ~t zo be in the public interest and to its benefit ~o file an application under said act and to authorize other action in connect:on therewith~ NOW, THEREFORE~ BE iT [~SOLVED by the City Council of the City of Portsmouth, Virginia, the governing body of said applicant, as follows: i. That the construction of said public works is essential to and is to the best interests of the applicant~ and to the end t~at such public works may be provided as promptly as practicable i~ is desirable that action preliminary to the constpuction thereof be undertaken immediatelyi 2~ That the City Manager be hereby authorized to file in bei~alf of the applicant an application (in form required by the bMited States and in conformity with said act) for mn advance to be made ~y the United States to the '~'~ ~ ' ~. app~t~an~ to aid zn defraying the ce~ of plan preparation for the above described public works~ which shall consist generally of engineering and construction plans mud engineering-architectural surveys pertinent thereto as related to the redesign and reconstruction of the aforesaid portion of High Street~ 3. That if such advance be made, the applicant shall provide or make necessary arrangements to provide such funds~ in addition to the advance~ as may be required to defray the cost of the plan preparation of such public works;
