<br /> Section 2.1. Headways required to be maintained.
<br /> Headways between buses on successive runs shall be maintained
<br /> as set forth herein. Except in eases of breakdowns or other
<br /> emergencies: consistent failure to maintain such headways by more
<br /> than twenty-five per cent (25%) may b~ considered as a violation of
