RESOLUTION ADOPTING /uN A~NDMENT TO Tile COMPREHENSIVE <br />PLAN OF THE CITY OF PORTSMOUTH~ VIRGINIA~ KNOWN AS <br />COMPREHENSIVE PLAN ~\~NDMEN~F CP-i-64, RELATING TO 17~E <br />PROPOSED L/~ND USE IN THE FORT NELSON PLACE URBAN <br />RENEWAL PROJECT, <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority in its capacity <br />as "local public agency" has proposed amendments ~o the Fort Nelson Place Urban <br />Renewal Project (VA. R-6) and submitted to the Portsmouth City Planning <br />Commission and City Council a document entitled "Proposed Land Use, RP-2~ Land <br />Use Plan~ Fort Nelson Place Project~ Harland Bartholomew & ~sociates~ September, <br />1963", which~by rules and regulations of the Housing and Home Finance Agency <br />under the terms of the National Housing Act~ must be found to be in conformity <br />with the comprehensive plan for the City of Portsmouth; and <br /> <br /> WHEREAS, on May 1, 1964, the Urban Renewal Administration notified the <br />City that the comprehensive plan for the City of Portsmouth and the proposed <br />land use plan for the Fort Nelson Place Urban Renewal Project referred no <br />above are not in conformity; and <br /> <br /> ~{EREAS, pursuant to Chapter ~8 of Title 15 of the Code of Virginia~ t9S0, <br />as amended, the Planning Commission did on May 5: 1964~ conduct a public hearing <br />on said document CP-1~64, after giving the notice required by law,'~nd did on said <br />date recommend to the Council of the City of Portsmouth that said comprehensive <br />plan amendment CP-1-64 be adopted; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, did on May 26, 1964~ <br />hold a public hearing on the proposed comprehensive plan amendment CP-1-64, after <br />giving the notice required by law. <br /> <br />NOW, THERE.FORE, BE IT RESOLVED BY THE COUNCIL OF THE CiTY OF PORTbMObTH~ ' , VIRGINIA: <br /> <br /> i. That on the Comprehensive Plan~ "CP-!-62, LAND USE AND MAJOR STREETS", <br />the legend phrase "LIMITED ~YD LOCAL BUSINESS~' includes th)rein a carry-over <br />assumption of "RESiDENTiAL-HIGH DENSITY"; and is so constructed to show the <br />same basic dot pattern for both "RmSIDENTIAL-H!GH DENSITY" and "LIMITED <br />LOCAL BUSJNESS" with an added hatch !i~e in areas designated for limited business, <br />representing an intention that residential-high density use be supplemented with <br />cerza~n selected limited aha local business uses; and that ~ oaral!ei between this <br />portion of t~e Comprehensive Plan Iegemd and the zoning mad i~gend for the zoning <br />district titled "R-60-A OFFICES kND RESIDENTIAL" is intended and reflected in the <br />actions of the Planning Commission and the City Council. <br /> <br />2. That "SINGLE FAMILY" shown on said "CP-1-64" shall be synonymous and <br />.~nterchangeable with the "CP-!-62" legend desig-nation "RESIDENTIAL-LAW DENSITY" <br /> ~.ULT~ F;~,IL. synonymous and ~nterchangeabie w~th "RESiDENTIAL-HIGH DENSITY", <br />and "COMMERCIAL" with "GENERAL ~D INTENSIVE BUSINESS". <br /> <br /> 3. That since Comprehensive Plan, "CP-1-62", makes no distinction with ref- <br />erence ~o a category such as "SEMI-PUBLiC", an omission both recognized and intended <br />by the City of Portsmouth~ in keeping with the general nature of a municipal <br />comprehensive plan under taws of the State of Virginia, it is the express intention <br />of ~he City of Portsmouth that the term "SEMI-PUBLIC" used in "CP-i-g4" relative <br />to "AREA NUMBER 6" and "7" shall be synonymous and interchangeable with "RESIDENTIAL- <br />HIGH DENSITY" and "AREA NUU~BER $" synonymous and in~erchangeabie with "GENERAL .kND <br />INTENSIVE BUSINESS". <br /> <br /> <br />
