WHEREAS, Mr. J. Herbert the Civil Defense Coordinator <br /> <br />for the City of Portsmouth, has Just ccmpleted his term of office as <br />President of the United States Civil Defense Council; and <br /> <br /> WHEREAS, while occupying that high office, the said J. Herbert <br />Simpson did travel nearly one hundred thous~ud miles in the interest of <br />furthering the civil defense capabilities of the entire nation; and <br /> WHEREAS, the holding of that high office in the civil defense'. · <br />orgs~zation of our country has brought fame and honor throughout the <br />land to the City of Portsmouth, Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that Mr. J.
