RESOLUTION OF COUNCIL OE THE CITY OF POt%TSMOUTH, VIRGINIA, <br />APPROVLNG UNDERTAKING Og SURVEYS 3MND PL~'S FOR A ~EDEVELOPMENT <br />PROJECT ~D AUTHO~ZING ~I~NG OE ~ ~o~CATION <br /> <br /> WHEREAS, under Title I of the Housing Act of 1949, as amended (herein <br />referred to as "Title'I"), the Housing and Home Finance Administrator is authorized <br />to extend financial as sis ~ance to local public agencies in ~he elimination and pre- <br />vention of the spread of their s'Iums and urban blight through the planning and under- <br />taking of urban rera~wal (herein referred to as "Redevelopment'J) projects; and <br /> <br /> WHEP~EAS, it is desirable and in the public interest that the Portsmouth <br />l{edevelopmeut and Housing Authority make surveys and prepare plans, presently <br />estimated to cost approximately One Piu~dred Five Thousand, Five I{uudredNiuety- <br />niud dollars ($105,599.00), in order To undertake and carry on: a red&velopmeu: <br />project of the character contemplated by Section ii0 (c] of Title I, in that area <br />proposed as a Redevelopment Area, situated in the City of Portsmouth, and State <br />of Virgin/a, which is described as show~ on the attached shee~. <br /> <br /> NO~V THEREFOI{E, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF POP. TSMOUTH, VII%GiuNIA: <br /> <br /> That the proposed Redevelopment ~krea described above is a slum, blighted, <br />deteriorated, or deteriorating area appropriate for a redevelopment project and <br />that the undertaking by the Portsmouth ~edevelopmeut and Housing Authority of <br />surveys and plan*s for a redevelopment project of the character contemplated by <br />Sec,/on Ii0 (C) of Title I in ~he proposed Redevelopment Area is hereby approved. <br /> <br /> hat :Ac ~inanciai assis~a~:.ce available under T~tle I is needed ~o enable the <br /> or~s~ou~h ~edevelopmeu~ aua .{ous.ug Au~or~ty to finance the planning and <br />~ndert~ng of tke proposed Project. <br /> <br /> Thar i~ is cognizant of the conditions ~ha~ are imposed in the uudertaki.ng and <br />carrying out of redevelopraent projects %vith Federal financial asslistauce unmer <br />Title I, including those relating t?
