RESOLUTION OF COUNCIL OE THE CITY OF POt%TSMOUTH, VIRGINIA, APPROVLNG UNDERTAKING Og SURVEYS 3MND PL~'S FOR A ~EDEVELOPMENT PROJECT ~D AUTHO~ZING ~I~NG OE ~ ~o~CATION WHEREAS, under Title I of the Housing Act of 1949, as amended (herein referred to as "Title'I"), the Housing and Home Finance Administrator is authorized to extend financial as sis ~ance to local public agencies in ~he elimination and pre- vention of the spread of their s'Iums and urban blight through the planning and under- taking of urban rera~wal (herein referred to as "Redevelopment'J) projects; and WHEP~EAS, it is desirable and in the public interest that the Portsmouth l{edevelopmeut and Housing Authority make surveys and prepare plans, presently estimated to cost approximately One Piu~dred Five Thousand, Five I{uudredNiuety- niud dollars ($105,599.00), in order To undertake and carry on: a red&velopmeu: project of the character contemplated by Section ii0 (c] of Title I, in that area proposed as a Redevelopment Area, situated in the City of Portsmouth, and State of Virgin/a, which is described as show~ on the attached shee~. NO~V THEREFOI{E, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF POP. That i~ is the sense of thi~ body (~} that a feasible method for the reiocati.o'n of families displaced from the ,Redevelopment Area, in conformity with Title I, can be prepared, and (b) that the local ~rants-in-aid can and will be provided in an amount wvhich will be not less than o~ie-third of tke Net Project Cost of the Projec~ and Which, together with the Federal capital grant, will be generally equal to the difference between Gross Pro~ect Cost and the proceeds or value of project land sold, leased, or retained for use in accordance with the redevelopment plan.
