~AS, the City o Portsmouth has ~ilem an applmcatmon pursuant to Section ~-2 of t~ Z~ O~a~ce of the City of Portsmouth, 1961, for the gra~ting of a use p~rmit as hereinafter described; and W ~]~E~S, the applicant, the Plannir~ Director and the City Manager have done all tb~ required to be done in connection with said application, and the Plsnning Commission has reco~ended the gr~nting of said use permit. NOW, ~P~Z~ORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia; ~na.t the use for ~aich the use pe~it hereir~fter de- scribSd~is sought (1) will not adversely affect the health or safety of persons resic~ing or working in the neighborhood of the proposed use, (2) v~lt not be detrL~ntal to the public welfare' or injurious to proper~y or improvements in the neighborhood, and (3) will be in accord with the purposes of said Zoningo Ordinance. B.
