/, ~%i~ER~S, Sections 15-65.3 and 15-77~74 of the Code of Virginia, 1950, as amended, provide for amendment of cley charters upon the holding Df a public hearing ans request of the City Council To the General Assembly; and WHERFAS. the City Council is of the opinion that an amendment to the Charter of the City of Portsmoutk is necessary and desirable at this time~ and has held the public hearing required by lawo NOVf, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia~ that the City Attorney is hereby directed to prepare, and the City Manager to transmit to the General Assembly, together with certified copies of this resolution~ a draft of a bill amending the herein- after mentioned section of the C~arter of the City of Portsmouth so that said amended section shall read as follows: CHAPTER XII. SECTION 5. Applicants. (a) An applicant for an entrance examination under civil service, mus~ be a citizen of the United States of America and a voter of the s~a~e of Virginia~ -who can read and write the English language~ and must have been a resident of said state for a~ least one year; provided~ however, the civil service commission may reduce such residence requirements With respect to any examination to slx months if in their opinion such reduction is necessary to secure sufficient qualified applicants. In the discretion of the civil service commission, residence requirements may be waived only for technical and professional positions for which qualified applicants who are resieents of the said city cannot be obtained. (b) An applicant for a position of any kind under civil service must be of an age suitable for the position applied for, in ordinary good health, of good moral character and of temperate ano industrious habits; these fac~s to be ascsrzained in such manner as the commission may deem advisable. (c) Anything herein to the contrary notwithstanding, any person who is not a vo~er of Virginia but is othe~¥ise qualified shall be eligible for appointment hereunder provided he makes application therefor within 90 days of the date of his discharge fro~ the armed forces of the United States of America, and further provided he received an Honorabl~ Discharge° Any person appointed under the provisions of this subsection ehall comply with all other proviszons of this chapter and shall b6come a qualified voter of the city of Portsmouth within twelve months of the date of his appointment.
