/, <br /> <br /> ~%i~ER~S, Sections 15-65.3 and 15-77~74 of the Code of Virginia, <br />1950, as amended, provide for amendment of cley charters upon the holding <br />Df a public hearing ans request of the City Council To the General <br />Assembly; and <br /> <br /> WHERFAS. the City Council is of the opinion that an amendment to <br />the Charter of the City of Portsmoutk is necessary and desirable at this <br />time~ and has held the public hearing required by lawo <br /> <br /> NOVf, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia~ that the City Attorney is hereby directed to prepare, <br />and the City Manager to transmit to the General Assembly, together with <br />certified copies of this resolution~ a draft of a bill amending the herein- <br />after mentioned section of the C~arter of the City of Portsmouth so that <br />said amended section shall read as follows: <br /> <br />CHAPTER XII. SECTION 5. Applicants. <br /> <br />(a) An applicant for an entrance examination under civil service, <br />mus~ be a citizen of the United States of America and a voter of <br />the s~a~e of Virginia~ -who can read and write the English language~ <br />and must have been a resident of said state for a~ least one year; <br />provided~ however, the civil service commission may reduce such <br />residence requirements With respect to any examination to slx <br />months if in their opinion such reduction is necessary to secure <br />sufficient qualified applicants. In the discretion of the civil <br />service commission, residence requirements may be waived only for <br />technical and professional positions for which qualified applicants <br />who are resieents of the said city cannot be obtained. <br /> <br />(b) An applicant for a position of any kind under civil service <br />must be of an age suitable for the position applied for, in <br />ordinary good health, of good moral character and of temperate <br />ano industrious habits; these fac~s to be ascsrzained in such <br />manner as the commission may deem advisable. <br /> <br />(c) Anything herein to the contrary notwithstanding, any person who <br />is not a vo~er of Virginia but is othe~¥ise qualified shall be <br />eligible for appointment hereunder provided he makes application <br />therefor within 90 days of the date of his discharge fro~ the armed <br />forces of the United States of America, and further provided he <br />received an Honorabl~ Discharge° Any person appointed under the <br />provisions of this subsection ehall comply with all other proviszons <br />of this chapter and shall b6come a qualified voter of the city of <br />Portsmouth within twelve months of the date of his appointment. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia~ mt a <br />meeting held February 1i~ 1964~ <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
