That the financial assistance available under Title I is <br /> <br />needed to enable the Portsmouth Kedevelopment and Housing Authority <br /> <br />to finance the'planning and undertaking of the proposed Project. <br /> <br /> 3. That it is cognizant of the conditions that are imposed in <br /> <br />the undertaking and carrying out o£ urban renewal projects with Federa~ . <br />financial assistance under Title I, including those relating to (a) the <br />relocation o£ site occupants'; (b) the provision of local grants'-tn-aid; <br />(c} the prohibition of discrimination because of race, color, creed, <br />or national origin; and (d} ~txe requirement that the locality present to <br />the Housing and Home Fi~nn=e Administrator, as a prerequisite to <br />approval o£ the application described below, a workable program for <br />community improvement, as set forth in Section I01 (c) off Title I, for <br />utilizing a~pr oprtate public and primate re source s to eliminate ' and <br />prevent the devel6pment or spread of slums and urban blight. <br /> <br /> 4. That the United S~ates of America and the Housing and <br /> <br />Finance Admtn~.~trator be, and hereby are, assured off ~ull compliance <br />by the Council off the City off Portsmouth with regula~ons of ~e <br />Housing and Home Finance A~ency effectuatin~ Title VI of ~e Ci~l <br />~s ~t o~ 1964, wi~'respec~ to s~d Urban ~enewal Project. <br /> <br /> 5~ '~at it ts ~e sense ~ ~is body (a) ~t a feasible me~od <br /> <br />for ~e reloca~on off individuals and families displaced from ~e Urb~ <br />'~enew~'~ea, in co~or~ty wi~ ~e ~q~rements off Ti~ie I, can be <br /> <br />prepared, and (b) that local grants-in-aid can and will be provided in an ;' <br />amount wtdch will.be not less than one third o£the Net Project Cost of <br />the Projec~- and which together with the Federal capital gran~, will be <br />generally equal to the difference bet%veen Gross Project Cost and tile <br /> <br />proceeds or Value of projec~ land sold, leased, or re~ained for the use <br /> <br />....... in accordanc~ _wi%ix the u~b~n~?euewal pi_au, <br /> <br /> <br />
