RESOLUTION AUII4ORIZING FILI2~G OF APPLICATION FOR GRANT TO ACQUIRE OP~-SPACE I~_ND %~d~qS, Title VII of the Housing Act of 1961, as amended, provides for the ,.~ of grants by the Secretary of the Department of Housing and Urban Development to Staves and local public bodies to assist tham in the acquisition and development of permanent interests in land for open-space uses where such assistance is needed for carry- ing out a ~_nified or officially coordinated progr~u for the provision ~nd development of open-space land as par~ of the ccmprehensively planned developmen~ of the urban area; and WHEREAS, the City of Portsmouth, Virginia, desires to acquire and develop fee simple interest to certain la~ knov~ as 0bici Farm which land is to be held and used for permanent open-space land for recreational purposes; and ~, Title VII .of the Civil Eights Act of 1964, and the regulatio~z of the Department of Housirg and Urban Development effec- tuating tt~%t Title, provide that no p~rson sha~.l.be.di~s?riminat~e~d~^ against because of race, color, or national or~gln ~n the use os ol~= land acquired arb/or developed; and WHEREAS, it is recognized that the contract for Federal grant will impose certain obligations and responsibilities upon the City of Portsmouth, Virginia, and will require among other thirgs (1)assumances that families and individuals displaced as a result Of th.e operf-~ spac. e land project will be relocated into decent, safe, and sanmtary nousxrg, (2) camptis/nce %,~ith Federal labor standards, and (3) compliance with Federal requiremenzs relating ~o equal emptoymen~ opportunity; and WHEREAS, it is estimated thatthe cost of acquiring_said interes~ will be $302,944.00: Kf7~, THEREt~RE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PORTSMOUI~H, VIRGINZ[A, AS FOLL~S: 1. That an application be made to ~the Departuuent of Housing and Urban Development for a grant ~n an amounu authorized by Title VII of the HousLng Act of 1961, as amended, which am6unt is presently estimated ~o be $151,472.00, and 'that the City Of Portsmouth, Virginia,- will pay the balance of vhe oost fr~u other funds availa01e to it. 2.
